California Schools Fire and Life Safety Was Questioned Again…Study the Problem!

Undertook extensive study on appropriateness of the fire and life safety of California Schools per Governor Gray Davis directives.? To that end, the following was performed:

  1. Designed and administered a survey to include all stakeholders? opinions and recommendations on the issues of fire and life safety in schools.
  2. Researched and gathered relevant California and national fire and life safety statistics to ascertain unbiased yardsticks for the identified fire safety issues.
  3. Presented preliminary findings to identified stakeholders in public forums in both Northern and Southern California.
  4. Prepared findings and presented them to the Division of State Architect and to the State Fire Marshal staff.? After the consideration of State staff remarks, a comprehensive report was prepared and submitted to the State for its use.

It has been well know that not all schools are equally fire safe for the children.? The study was not the first.? Former California Governors have used the use of studies to either delay a major expenditure or they did not believe that California schools are safe enough.

Challenge

The origin of this project is “politically” charged. The overall cost of Assembly Bill 2115 would cost the California State close to $2 billion for 8,000 buildings. The Governor, Gray Davis, ordered a fire and life safety study.

Given the size of the State of California, the project could have been overwhelming if not for the experience managing large projects. Like they say, you can eat an elephant if you accept that you can do it only a mouthful at a time. Divide and conquer….
